The Social Services Administration
The Social Services Administration is attached to the
Social Services Committee
and handles the day-to-day administration of cases belonging under the committee. The Social Services Administration consists of a central administration, which includes a management and a number of central offices. Furthermore, there are local social centres, disability centres and advice centres for people with drug abuse problems.
The central administration serves the Social Services Committee and the City Council by preparing bases for decisions and decision-making drafts, and by taking care of the overall planning, as well as target and framework management. This also includes securing common guidelines for financial management, targets and results and securing a common direction within strategic activity areas in order for the budgeted activities to be efficient and of high quality.
The Management
consists of a Chief Executive, two Deputy Chief Executives and a special deputy manager, each with their own area of responsibility. The Management is in charge of the day-to-day strategic management of the Social Services Administration.
The Secretariat’s
main function is to assist the Social Services Committee, the Mayor, the Management and the central divisions in their work. In addition, the division is responsible for communication and press relations.
The Target and Framework Division for Families and Young
People with Special Needs
takes care of issues relating to families and young people with special needs.
The Target and Framework Division for Adults with Special
Needs’
area of responsibility is the mentally ill and other citizens with contact to the Administration’s adult team.
The Target and Framework Division for Drug Abuse, the
Homeless, Housing and Construction
is responsible for activities helping threatened and socially marginalised groups such as the homeless, drug abusers and alcoholics.
The Target and Framework Division for the Disability Area
is in charge of the disability area, which covers all offers to people with physical disabilities or learning diffi culties, apart from offers of schools, day-care institutions and clubs.
The Cross-Sector Finance Division
is responsible for coordinating the budget process, budget announcements, the accounting prognoses and the accounts.
The Accounts Division
handles accounts, payments, audits and procurement coordination. The division’s general area of responsibility includes accounting, internal audits and supervision of institutions and local centres.
Wages and Salaries, Staff and Organisational Development
and Internal Services’
areas of responsibility are staff and organisational development. The division is the project manager and coordinator in relation to the central development plan work and coordinates activities in relation to the General Consultation Committee and the Main Working Environment Committee. It also covers wage-related issues, taking care of the Administration’s overall wage activities.
IT and Management Information
handles the IT functions of the Social Services Administration and also supplies key figures and management information regarding finance and results.
Supervision, Quality and Service in Individual Cases
is responsible for tasks relating to special social supervision and checks in connection with individual cases. It also handles the development of services, quality and methods in social work and in relation to the internal control of the Administration. The division is responsible for coordinating complaints, and is furthermore responsible for ombudsman cases.
The Project Secretariat
handles the overall management and coordinating responsibility for social projects within the Administration, and aims to develop professional methods with a view to improving the professional quality of the Administration’s work.
The Social Centres
take care of most of the contact between the citizens and the Administration. The City’s social centres are, among other things, responsible for coordinating activities designed to help families and young people, or adults with special needs such as the mentally ill. The social centres also take care of services to families and housing subsidies, as well as a number of transfer payments such as disability pension and financial help in special situations.
The Disability Centres
handle the same activities as the Social Centres, but for children and adults with learning difficulties or physical disabilities. They handle the special offers directed towards this group such as housing offers, co-housing schemes, day-care facilities, aides, etc.
Advice centres
for people with drug abuse problems handle activities similar to those offered at the other centres, and also handle the special advice and treatment activities which their target group needs.
