The Children and Youth Administration

The Children and Youth Administration is attached to the Children and Youth Committee and handles the day-to-day administration of matters that belong under the committee. The day-to-day management of the Children and Youth Administration is carried out by a management, consisting of a Chief Executive and three Deputy Chief Executives.

In terms of organisation the Children and Youth Administration consists of four staff-related functions, eight central divisions and eight decentralised districts. Each district is organised into a staff-related function and four departments.


Management carries out the overall administration and is responsible for supporting the political level.


The Management Secretariat
is a staff-related function in relation to the serving of the Children and Youth Committee, the Mayor and the Management.


The Managerial Secretariat and Communication
is a staff related function carrying out analysis on a strategic level initiated by the Management, and handling internal and external communication tasks.


Staff law and negotiations
is a staff-related function taking care of agreements concerning wages and working conditions, announcement of frameworks and means for local wage determination.


The Development Secretariat
is a staff function preparing strategies for overall policies and major cross-sector development activities for the entire administration, including staff policy, organisational development, management development and documentation/evaluation.


Day-care facilities
is a division taking care of tasks regarding day-care institutions and child minding with places for 0-6 year old children, special-needs institutions as well as place allocation and parent payment for day-care facilities and after-school centres/KKFOs.


Education and Leisure Time
is a division handling tasks regarding primary and lower secondary schools including special-needs schools, leisure time offers, the bilingual area and Educational Guidance for Young People and Youth Schools.


Support and Advice
is a division taking care of tasks regarding PPR (Educational Psychological Advice) and support for children and young people with special needs.


Health and Environment
is a division taking care of tasks regarding the Health Visitor Scheme, the City Health Officer Scheme, Dental Care for Children and Young People, physiotherapists and occupational therapists, sustainable development, environmental certification and working environment.


The Planning and Ordering Unit
is a division handling tasks regarding planning, covering both the city as a whole and neighbourhood development. It also handles capacity management regarding primary and lower secondary schools/afterschool centres, resource calculation, competence development for technical staff and restructuring of cleaning.


Finance and Staff Administration
is a cross-sector division handling tasks regarding financial management, resource allocation and central staff administration.


IT
is a cross-sector division taking care of tasks concerning strategy and policies, acquisitions, operation, maintenance, support and security within IT.


Youth and Adult Training and Education
In 2006, tasks regarding youth and adult training and education will be handled by the Children and Youth Administration. The majority of the tasks, which regard upper secondary schools, higher preparatory courses including KVUC and SOSU education, will be transferred to the state in connection with the implementation of the local government reform in 2007.


Decentralised district units
consist of a staff-related function and four departments.


The administrative staff
handles tasks regarding wage and staff administration and financial management in relation to institutions.


Day-Care Offers
is a department taking care of tasks regarding day-care institutions, integrated institutions and special-needs institutions for children aged 0 to 6.


Education and Leisure Time
is a department handling tasks regarding primary and lower secondary schools, including special-needs schools, leisure time offers, the bilingual area and supervision of private schools.


Support and Advice
is a department taking care of tasks regarding support for children and young people in day care, schools and leisure time offers and special educational offers.


Health and Environment
is a department handling tasks regarding health care and working environment.
